The purpose of this project is to prepare freight concept development (CD) studies and supporting documentation for the elimination of the at-grade rail crossing on South Main Street in the Borough of Bound Brook, and the vertical constraint to trucks due to the low height restriction created by the Chester Branch rail bridge on Berkshire Valley Road, as well as improvements to the geometric configuration of the intersection of Berkshire Valley Road with North Dell Avenue, both in Roxbury Township. These two CD projects are part of a larger vision to upgrade and improve New Jersey’s freight rail infrastructure to better serve existing and future rail-served industries, supporting industrial development and growth.

Because community feedback is vital to the CD studies, Jacobs enlisted the services of Stokes Creative Group, Inc. to create public awareness of the studies and elicit feedback from local officials, stakeholders, and the general public. Stokes has been responsible for the design, development and maintenance of two separate websites to increase visibility of each of the studies, as well as to solicit stakeholder and community involvement.
In addition, Stokes was responsible for preparing for each of the studies public involvement action plans (PIAP); developing and maintaining stakeholder lists; and coordinating public, stakeholder, and local officials meetings, with particular attention paid to the environmental justice (EJ) community in Bound Brook. This has involved thoughtful and sensitive design and deployment of involvement strategies for engaging those stakeholders and members of the community who have limited English proficiency and can be harder to reach.
