Ocean County, in conjunction with the North Jersey Transportation Planning Authority (NJTPA) and the New Jersey Department of Transportation (NJDOT), began conducting this local concept development (LCD) study in the fall of 2018 to explore options for replacing or rehabilitating the Chadwick Beach Island Bridge which carries Strickland Boulevard over Barnegat Bay. The structure provides the only access to the 360 homes located on the island and is an all-timber bridge built in the 1950s. Most of the timber bulkhead is deteriorating, exhibits severe section loss, and is visibly compromised.

Stokes’ senior public outreach specialist worked alongside GPI to execute the public involvement elements of the LCD study. Some of the components included a well-rounded public involvement action plan (PIAP) to identify stakeholders and strategies to engage the public early on in the process, public meetings including two local officials meetings, two stakeholder meetings, and two public information sessions, the creation and maintenance of a project website to thoroughly explain the LCD process and keep the residents informed, assisting the team with obtaining resolutions of support, and a public involvement summary report upon completion of the study.
Six formal meetings, as well as a project website, resulted in strong stakeholder engagement, transparent communication, and broad community support for the study’s outcomes.
