The Bridge Street Bridge over the Passaic River is an important transportation connection for residents and commuters who travel to and from Newark’s downtown from Essex and Hudson counties. The bridge is over 100 years old and has structural and functional limitations that don’t meet today’s design standards. Therefore, the counties of Essex and Hudson, in coordination with the North Jersey Transportation Planning Authority (NJTPA) and New Jersey Department of Transportation (NJDOT), are conducting a study of the existing bridge to improve its structural deficiencies.

Stokes led public outreach involving two stakeholder meetings, an in-person Public Information Center (PIC) in Newark, and a virtual PIC. Stokes was also responsible for the stakeholder database. Additionally, Stokes designed a project fact sheet and designed and developed the project website.
Project goals and objectives include:
- Provide bicycle compatibility and connectivity.
- Provide Americans with Disabilities Act (ADA)-compliant pedestrian facilities and crossings as well as connectivity to the approach roadways.
- Correct the controlling substandard design elements.
- Modernize bridge mechanical and electrical components to meet current standards.
- Maintain traffic operations and volume with minimum disruption and delay during construction.
