Stokes Creative Group, Inc. teamed with Environmental Quality Resources, LLC to promote the Maryland Transportation Authority’s I-95 Express Toll Lanes project in Baltimore County. Stokes teamed with the owner’s communications staff to develop a strategy to market the new lanes and explain how they worked, and also to communicate that all free lanes would remain free — the ETLs were additional options for the times when you need it most.

For the first introduction of ETLs in the area, it was important to combat the perceptions about the lanes being viable only for the wealthy. Our strategy focused on educating the public about the project and demonstrating the need for and benefits of the toll lanes. Stokes visually documented the affected areas to illustrate the staging of the construction and highlight its impact, as well as to demonstrate the conditions and challenges. These videos have been fully integrated into the project’s marketing plan and were used at public outreach meetings, in presentations, and on the project website.
The I-95 ETLs were part of the $1 billion I-95 Improvement Project, which included $756 million in highway and safety improvements along the eight miles of I-95 from the I-895 interchange to just north of White Marsh Boulevard (MD 43) in northeast Baltimore County.
