Stokes led the effort to identify key stakeholders—including local government representatives, environmental organizations, and residents—to participate in early discussions about Rattlesnake Key’s future. Stokes developed preliminary frameworks for community engagement, including proposals for public forums, informational sessions, and targeted outreach activities to gather input from both vocal and traditionally underrepresented groups.
In addition, Stokes was responsible for drafting communication strategies that would guide the plan’s rollout. This involved preparing outlines for educational materials, such as fact sheets and digital resources, to clearly convey the plan’s objectives and anticipated impacts to a wide audience.
Throughout the planning stages, Stokes prioritized transparency and adaptability, recommending mechanisms for ongoing feedback and iterative refinement of outreach efforts.
